In a significant judgment passed on November 7, 2025, the Delhi High Court has upheld the conviction and sentencing of Shiv Kumar, also known as Bhaggu, for attacking a doctor in a hospital setting. The case stemmed from an incident at DDU Hospital on October 4, 2010, where Kumar, a jail inmate under judicial custody, assaulted Dr. Raghuraj Singh Yadav with a surgical blade, causing grievous injuries.


Justice Manoj Kumar Ohri presided over the appeal filed by Shiv Kumar, challenging the judgment of conviction and order on sentence dated April 2, 2012, by the learned ASJ-Special Judge (NDPS), West Delhi. Kumar was convicted under sections 186, 353, 326, and 333 of the Indian Penal Code, 1860, with sentences ranging from three months to five years of rigorous imprisonment, along with fines for each offense.


The incident unfolded when Dr. Yadav was examining patients in the casualty room of DDU Hospital. Kumar, who was brought in for a medical check-up, unexpectedly attacked Dr. Yadav with a surgical blade, inflicting a deep incise wound on his face. Despite Kumar's defense claiming unsound mind, the court found no substantial evidence to support this assertion.
