The court, convened on a non-working day, addressed the urgent public interest litigation prompted by a report in the Hindi daily, Navbharat.
The case revolves around the incomplete construction of a drainage system, which has led to a disruption in water supply and hazardous living conditions. Approximately one and a half months ago, excavation work began, resulting in a 10-foot deep trench extending from the residences of Ajay Yadav to Dattu Mishra. The work, however, remains unfinished, and the accompanying water pipeline was damaged during the process. This negligence has left residents without essential water supply and facing unhygienic conditions due to stagnant wastewater, which has accumulated in the open trench.
The court, comprising Chief Justice Ramesh Sinha and Justice Ravindra Kumar Agrawal, expressed serious concern over the municipal authorities' failure to address the issues. It directed the Commissioner of the Municipal Corporation, Bilaspur, to take immediate action to complete the drainage construction, repair the damaged pipeline, and sanitize the area to prevent disease outbreaks. The court emphasized the need to fix accountability on the responsible contractor and officials, mandating appropriate action against them.
A personal affidavit from the Commissioner is required before the next hearing, detailing the steps taken and the status of the drainage work. The court has scheduled the next hearing for April 9, 2026, to monitor compliance with its orders.
