Delhi High Court Directs Expedited Renovation of Court Complex Toilets by PWD

Saket and Dwarka Court Complexes Undergo Phased Renovation to Ensure Hygiene and Convenience

In a significant development concerning the upkeep of public amenities in Delhi's court complexes, the Delhi High Court has directed the Public Works Department (PWD) to expedite the renovation of toilets at the District Court Complexes in Saket and Dwarka. This directive comes as part of an ongoing effort to ensure that court visitors have access to clean and functional facilities.

The case, titled Smita Kumari Rajgarhia v. Govt. of NCT of Delhi, was presided over by Justice Sachin Datta. During the proceedings, a status report was submitted by Mr. Sameer Vashisht, the standing counsel for PWD, outlining the progress of renovation works.

The report highlighted that renovation work in the Saket Court Complex began in January 2025, and 18 out of 90 toilets have been completed and made operational. The ongoing renovation of an additional 18 common toilets and 9 all-gender toilets is expected to be completed by mid-September 2025. The overall completion of the Saket toilets is projected for March 2026. Similarly, in the Dwarka Court Complex, the renovation of 9 out of 10 public toilets has been completed, with the remaining one expected to be finished by the end of September 2025.

The court emphasized a phased approach to the renovations to minimize inconvenience, ensuring that a sufficient number of toilets remain operational during the process. Additionally, the PWD has been tasked with maintaining the hygiene and cleanliness of existing facilities throughout the renovation period.

The court has requested an updated status report to be filed within eight weeks, with further instructions to the concerned Bar Associations to report on the status as per previous court directions. The next hearing is scheduled for December 11, 2025, where further progress will be reviewed.

This directive is expected to significantly improve the infrastructure and user experience for all visitors to these court complexes, addressing longstanding concerns about the state of public amenities in these high-footfall areas.

Bottom Line:

Renovation and maintenance of court complex toilets - PWD directed to expedite renovation work in phased manner, ensure hygiene and cleanliness during the process, and maintain existing toilets.
