It pointed out the delays in filing crucial reports such as the First Accident Report (FAR), Interim Accident Report (IAR), and Detailed Accident Report (DAR). The petitioner, appearing in person via video conferencing, underscored the failure to furnish these reports to the Motor Accident Claim Tribunals, insurance companies, victims, and the Delhi State Legal Services Authority. Additionally, there was a concern regarding the non-uploading of these reports on the Delhi Police's official website, which hinders transparency and accessibility.
The court acknowledged these grievances and emphasized the need for the police to ensure that these reports are filed and distributed in a timely manner to all concerned parties. The bench directed the Commissioner of Police to address these lapses and implement a robust monitoring mechanism to ensure compliance with the legal requirements. It stressed that the police must take all legally mandated actions to rectify these issues promptly.
Mr. Jivesh Tiwari, counsel for the Delhi Police, was instructed by the court to send a complete copy of the writ petition to the Commissioner of Police, ensuring that the directives are communicated effectively.
