In a significant judgment, the Delhi High Court has directed the Municipal Corporation of Delhi (MCD) to remove permanent structures erected by street vendors at the Anand Vihar Bus Stand and commence beautification of the area. Singh and Madhu Jain, mandates strict compliance with the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, which prohibits permanent structures by vendors holding provisional Certificates of Vending (COVs).


The petition, filed by the Mahila Hawker Welfare Association, sought protection for vendors squatting near the bus stand. Despite their provisional COVs, vendors had constructed permanent stalls, contributing to congestion and impeding pedestrian movement. With only 105 vendors recognized during a recent survey, the court allowed mobile vending only, emphasizing that no permanent structures can be permitted.


The judgment underscores the need for urban planning and beautification in the area, which serves as a crucial transit point for passengers traveling to and from Delhi. The MCD is tasked with preparing an architectural plan to enhance the area by March 10, 2026, including spaces for eating outlets, sanitation facilities, and proper vending zones.


The High Court has given MCD until January 30, 2026, to inform vendors about the court's directives, with the removal of encroachments commencing on January 31. The recognized vendors will receive guidance from the Assistant Commissioner, MCD, on adhering to provisional COV conditions.


This decision aims to alleviate congestion and improve the passenger experience at the bustling bus terminal. The court has mandated compliance with previous orders, modifying interim orders to align with the latest directives. The judgment also specifies that vendors not recognized in the survey or without provisional COVs are not permitted to vend in the area.


The MCD is authorized to work with architects from the Public Works Department (PWD) to execute the beautification plan, ensuring the swift commencement of work upon submission to the court.


The judgment marks a pivotal step towards regulating street vending in Delhi, balancing the livelihood of hawkers with urban development needs. The case will be reviewed for compliance on March 30, 2026.
