In a significant ruling on March 30, 2026, the Kerala High Court, led by Chief Justice Soumen Sen and Justice Syam Kumar V.M., issued directives aimed at ensuring the efficient utilization of allocated funds for victim compensation and addressing pending infrastructural issues within the judiciary. The court's suo motu proceedings highlighted critical areas requiring immediate attention, including the disbursement of victim compensation and the enhancement of mediator fees.


The proceedings stemmed from a Government Order authorizing an additional expenditure of Rs. 11,08,87,000 for victim compensation. However, a miscommunication regarding the utilization of these funds in the current financial year was brought to light. The Kerala State Legal Services Authority (KeLSA) indicated that the authorized amount was not immediately required due to pending bills. Consequently, the court directed that the unspent funds be transferred to a Special Treasury Savings Bank Account to ensure their availability for the next financial year.


Additionally, the court addressed infrastructural deficiencies within the judiciary, instructing the Law Secretary to expedite the forwarding of pending proposals to the Finance Department. The Registrar General was tasked with ensuring prompt communication and follow-up on these matters.


In a bid to further improve judicial processes, the court also considered the enhancement of mediator fees. The Mediation Committee was directed to evaluate the proposed fee adjustments, with a report to be submitted at the next hearing.


The High Court emphasized the importance of timely fund disbursement, instructing the Member Secretary of KeLSA to ensure expeditious utilization and reporting of funds. The court also mandated regular communication between relevant departments to address any outstanding financial requirements.


The case is set to be reviewed on May 25, 2026, with the court expecting detailed reports on progress and further requirements. This ruling underscores the judiciary's commitment to efficient resource management and the enhancement of legal support systems.
