In a landmark decision dated January 28, 2026, the Kerala High Court has directed the Travancore Devaswom Board to embark on a comprehensive digitization initiative aimed at revolutionizing temple administration across Kerala. The judgment, delivered by Justices Raja Vijayaraghavan V and K.V. Jayakumar, underscores the need for a professionally designed digital architecture to ensure transparent, efficient, and accountable temple management.


The Court recognized the complexity, scale, and sensitivity involved in the digitization process, given the religious and cultural significance of temple operations. It acknowledged the admitted lack of adequate in-house technical expertise within the Travancore Devaswom Board, thus endorsing the engagement of Kerala State Information Technology Infrastructure Ltd. (KITFRA) as the technical consultant for the project.


The judgment outlines a detailed roadmap for KITFRA, emphasizing the preparation of crucial documents such as the Technical Requirement Specification (TRS), Detailed Project Report (DPR), and other essential documents to facilitate a transparent and efficient tendering process. The Court's directives aim to integrate various temple functions, including accounting, finance, human resources, temple services, and real-time monitoring, with advanced features like role-based access controls and tamper-proof audit trails.


During the proceedings, the Court engaged extensively with senior management officials of KITFRA, assessing their technical competence and institutional preparedness to handle a project of such magnitude and public importance. Dr. Santhosh Babu, Managing Director of KITFRA, along with other key officials, assured the Court of their commitment to timely deliverables and outlined a comprehensive plan for the project's execution.


The proposed digital framework, as envisioned by the Court, seeks to enhance public service delivery, ensuring improved transparency and accountability in temple administration. It aims to address all essential functions seamlessly, including accounting, procurement, human resources, project management, inventory control, and online services, thereby transforming the operational landscape of temples under the Travancore Devaswom Board.


The Court has set a deadline of two weeks for KITFRA to submit a detailed statement outlining the entire exercise and the time frame required for its completion. Further proceedings are scheduled for February 11, 2026, to monitor progress and ensure adherence to the outlined objectives.
