This directive, issued by a division bench comprising Chief Justice Soumen Sen and Justice Syam Kumar V.M., emphasizes the need for maintaining discipline and a congenial atmosphere conducive to learning.


The court's order comes in response to a series of public interest litigations highlighting the detrimental impact of political conflicts on student life and academic pursuits. The court has underscored the responsibility of universities and their affiliated colleges to prevent any untoward incidents stemming from political activities, which can compromise the academic environment.


The Mahatma Gandhi University Students' Code of Conduct Rules, 2005, has been recommended as a model framework for other universities to follow. These rules have been lauded for their effectiveness in maintaining discipline and promoting good conduct within educational settings. The court has asked universities to consider these rules while drafting their own regulations, ensuring that these regulations are presented before the court by March 4, 2026.


Additionally, the court has instructed that the newly framed rules be shared with the Additional Advocate General for review and suggestions. This collaborative approach aims to refine the regulations further, ensuring that educational institutions remain free from political influence and focused on their primary mission of imparting education.
