Court Orders Regulation of Hawkers and Establishment of International Standard Zones to Revive Marina Beach
In a significant move aimed at revitalizing Chennai's iconic Marina Beach, the Madras High Court has issued directives for the regulation of hawkers and the establishment of Blue Flag Zones to enhance the beach's aesthetics and accessibility. The court's decision, delivered by a division bench comprising Justices R. Suresh Kumar and A.D. Jagadish Chandira, mandates a structured plan to limit the number of hawkers and introduce designated areas to elevate the beach to international standards.
The court's order comes as a result of a public interest litigation filed by S. Devi, which highlighted the need for organized development and hawker management at Marina Beach. The court has restricted the number of hawkers to 300, divided into three categories: eatables, toys, and fancy items or souvenirs. This allocation will be conducted through a lottery system, under the supervision of a Former Judge of the High Court to ensure transparency.
To further enhance the beach's appeal, the court has endorsed the establishment of four Blue Flag Zones, designed to meet international standards of cleanliness, safety, and environmental sustainability. These zones will be strategically located to allow free public movement and enjoyment of the beach's natural beauty.
The Greater Chennai Corporation (GCC) has been tasked with implementing these directives, including the creation of a new layout map for Marina Beach. The court has appointed Hon'ble Thiru Justice N. Paul Vasanthakumar, Former Chief Justice of the Jammu and Kashmir High Court, as the Monitoring Authority to oversee the allotment process. He will be assisted by two retired officers to ensure compliance with the court's directions.
The plan also involves significant contributions from the State Government and the Greater Chennai Police to provide necessary support and security during the implementation phase. The court has scheduled a follow-up hearing in March 2026 to review compliance with its orders.
