Court Orders Amendments for Penalties on Non-Compliance to Enhance Security for Female Students

Additionally, it mandates the maintenance of visitor registers and prohibits the entry of men into hostel rooms, with exceptions only for designated visitor areas.


The court has expressed concerns regarding the absence of specified penalties for non-compliance in the existing circular issued by the Bihar Police on February 4, 2026. It has ordered necessary amendments to address this gap, ensuring accountability and adherence to the prescribed safety measures.


The judgment further instructs the submission of detailed compliance reports from District Superintendents of Police, highlighting the number and locations of private hostels, along with their jurisdictional police stations. The court expects these reports to be submitted by the 15th of every month, demonstrating proactive follow-up actions.


The Additional Advocate General, Mr. P.K. Verma, representing the state, acknowledged the need for amendments and committed to providing comprehensive data on the hostels' compliance status. The court has scheduled the next hearing for May 11, 2026, demanding updates on the circular's implementation and any amendments made.
