In a significant ruling, the Punjab and Haryana High Court has denied bail to Harcharan Singh Bhullar, a senior police officer, embroiled in a serious corruption case. The case involves allegations of bribery and misuse of power against Bhullar, who was serving as Deputy Inspector General (DIG) of Ropar Range. The judgment, delivered by Justice Sumeet Goel, emphasized the need for cautious evaluation of bail petitions in corruption cases involving high-ranking public officials to prevent potential tampering with evidence and influencing of witnesses.


The case against Bhullar, initiated by a complaint from Akash Batta, involved allegations of demanding illegal gratification through an intermediary, Krishanu Sharda. The Central Bureau of Investigation (CBI) laid a trap and apprehended Sharda while he was allegedly accepting part of the bribe amount. The prosecution's case is supported by recorded conversations, WhatsApp data, and a controlled call, indicating Bhullar's alleged involvement. Despite Bhullar's defense citing an unblemished service record, the court was unconvinced, given the gravity of the charges and the potential for witness influence due to Bhullar's former position.


The court underscored the severity of the allegations, which threaten the integrity of the criminal justice system and public trust in law enforcement. It highlighted the nascent stage of proceedings, with key witnesses yet to be examined, as a pivotal factor in its decision to deny bail. The ruling also noted that Bhullar's suspension from duty does not eliminate the risk of witness tampering, given his extensive professional networks.


Justice Goel's judgment referenced several Supreme Court cases, reinforcing the principle that bail considerations in corruption cases must be handled with heightened caution. The court concluded that Bhullar does not currently merit the concession of regular bail, although he may reapply after the examination of material witnesses.
