Amidst Rising Crime Concerns, Court Mandates Measures to Alleviate Police Duties and Enhance Criminal Investigations


In a significant move to streamline judicial processes and address public safety concerns, the Punjab and Haryana High Court has mandated the utilization of video conferencing facilities for the appearance of high-risk prisoners in trial courts across Punjab. This directive, aimed at reducing the burden on police personnel and saving public funds, comes in response to increasing criminal activities in the state, including extortion and targeted killings.


During a recent hearing, Justices Anupinder Singh Grewal and Deepak Manchanda emphasized the need for trial courts to leverage existing video conferencing infrastructure, which is currently underutilized. The court pointed out that utilizing these facilities could significantly reduce the demand for police security during prisoner transfers, thereby conserving resources and enhancing public safety.


The bench also addressed the alarming rise in criminal activities, directing the Director General of Police, Punjab, to submit a detailed affidavit. This document should outline the number and nature of criminal cases related to extortion, threatening calls, and targeted killings from January 2024 to July 2025, along with preventive measures undertaken by the state. The court noted a disturbing trend of increased crime following the broadcast of an interview that allegedly glorified criminal acts, urging prompt action to curb such incidents.


In a parallel development, the court ordered the inclusion of an additional member in the Special Investigation Team (SIT) probing these crimes. The newly appointed member, Mr. Dhruv Dahiya, IPS, A.I.G., Counter Intelligence, is expected to bolster the investigative efforts led by Mr. Prabodh Kumar, IPS (Retd.). The court underscored the importance of examining the involvement of senior officers to ensure accountability and prevent scapegoating of lower-level officials.


Moreover, the court addressed the inadequate infrastructure for the SIT head, which has hindered effective coordination and communication. It has directed the state to provide necessary facilities, including enhanced Wi-Fi connectivity, to ensure seamless operations and timely reporting.


The court's proactive stance reflects its commitment to improving judicial efficiency and public safety in Punjab. The next hearing is scheduled for August 18, 2025, where progress on these directives will be reviewed. This judgment marks a pivotal step in leveraging technology for judicial processes and strengthening the state's response to rising criminal activities.
