The court noted that while a substantial number of Safai Karamcharis are on the payroll, their presence is scarcely felt on the ground as many are assigned duties unrelated to cleaning, such as roles under the National Food Safety Scheme and Social Security Pension Scheme.


In its order dated March 6, 2026, the court has directed the Municipal Corporation to provide ward-wise details of the Safai Karamcharis actively engaged in cleaning activities, supported by an affidavit. The court emphasized the necessity for solid waste removal, street sweeping, drain cleaning, and timely garbage disposal in both residential and market areas. Furthermore, the installation and maintenance of large garbage dumping boxes with specific schedules for garbage removal were mandated.


The court has also called for the imposition of fines on citizens who neglect their duties regarding garbage disposal, aiming to maintain cleanliness standards across the city. These measures are expected to ensure a more systematic and effective approach to urban waste management.


The Municipal Corporation is required to submit a comprehensive report on the implementation of these directives by March 18, 2026. The court's decision underscores the critical importance of accountability and efficiency in municipal operations to enhance public health and urban living conditions.
