Supreme Court Directs CBI to Probe the Authenticity of Magadh University Degree Amidst Allegations of Fabrication
New Delhi, September 15, 2025: In a landmark decision, the Supreme Court of India has mandated the Central Bureau of Investigation (CBI) to investigate the legitimacy of a Bachelor of Commerce (B.Com) degree claimed by the petitioner, Naresh Dilawari, which has been alleged to be counterfeit. The directive came following doubts raised about the authenticity of the degree purportedly issued by Magadh University.
The case, titled "Naresh Dilawari v. Charanjit Singh Oberoi," saw the Supreme Court bench, comprising Justices Manoj Misra and Ujjal Bhuyan, deliberating on the contentious issue. On May 9, 2025, the Bar Council of Punjab and Haryana had filed an interlocutory application, seeking to introduce additional documents into the record. This application was approved, enabling the inclusion of crucial evidence that questioned the validity of Dilawari’s academic credentials.
The pivotal moment in the proceedings occurred when the Controller of Examinations at Magadh University submitted a report indicating that both the mark-sheet and the degree certificate attributed to Dilawari were not issued by the university. This revelation led the court to order a comprehensive investigation by the CBI to determine the veracity of the degree.
The petitioner, Dilawari, contended that the university’s records were damaged, which could potentially affect the verification process. Despite this defense, the Supreme Court deemed it necessary to ensure that the degree in question was thoroughly scrutinized by a competent authority.
The court has instructed the CBI to complete its investigation and submit a report by November 30, 2025. Further, the matter is scheduled to be revisited on December 9, 2025, in light of the findings from the CBI’s inquiry.
